BRUSSELS (AP) ? The leaders of Britain and France staked out starkly different visions of the European Union's future Thursday, leaving a summit on the EU budget teetering on the brink of failure after the first day.
"I have my doubts that we will come to an agreement," said German Chancellor Angela Merkel after a chaotic day of bilateral negotiations and a belated, short joint session of the 27 leaders.
While British Prime Minister David Cameron is seeking to keep payments into EU coffers as low as possible, French President Francois Hollande called for sustained subsidies for farming and development programs for poorer nations.
With each of the 27 nations having the power of veto over the 2014-2020 budget, the summit negotiations could stretch over the weekend, perhaps without result.
Cameron voiced the concerns of several countries that do not want to see an increase in the bloc's spending plan at a time when many member states are cutting budgets at home.
"No, I'm not happy at all," Cameron said about EU President Herman Van Rompuy's offer to cap spending for 2014-2020 at ?972 billion ($1.25 trillion) in spending commitments.
"Clearly, at a time when we're making difficult decisions at home over public spending, it would be quite wrong ? it is quite wrong ? for there to be proposals for this increased extra spending in the EU," Cameron said.
Van Rompuy's revised proposal late Thursday did not yield further to Cameron's demands for cuts, keeping to the same total.
The EU budget primarily funds programs to help farming and spur growth in the bloc's less developed countries, and it amounts to about 1 percent of the EU's gross domestic product.
Hollande and Merkel said another summit meeting might be necessary.
"We should not consider that if we don't get there tomorrow or the day after, all would be lost," Hollande said.
"Germany wants to reach a goal, but there might also be the need for yet another stage," Merkel said.
The European Commission, the EU's executive arm, supports more spending, arguing that cross-border initiatives will help create the economic growth and jobs that the bloc of a half-billion people needs, particularly during a financial crisis that has pushed some countries into recession.
The amount of work Van Rompuy has to do to bring the conflicting views closer together was highlighted earlier Thursday as the bilateral meetings preceding the summit overran, forcing the opening discussions to be delayed by 2 ? hours.
Bilateral talks will resume early Friday, with a first joint session set for noon to see if a compromise is within reach.
Facing an ever more vocal euroskeptic electorate at home in the U.K., Cameron is under huge pressure to veto any seven-year deal which would make the budget bigger. The U.K. and other countries that contribute more then they receive from the budget ? such as the Netherlands, Sweden and Germany ? claim an austerity budget is the only justifiable outcome at a time when almost every member state has to cut its budget to lower debt.
Meanwhile, 15 of the EU's most financially and economically vulnerable countries have joined forces to oppose any cuts to funds earmarked for economic growth and development. These countries include not only traditionally poorer member states, many in Eastern Europe, but also those hit hardest by the financial crisis, like Greece, Portugal and Spain.
They argue that they need sustained, even increased, help to close the wealth gap on the continent and that EU institutions need the means to implement their jobs and growth policies.
"Certain countries want to make drastic reductions in the budget. That's a big mistake," said Elio Di Rupo, Belgium's prime minister.
There is no set deadline for a deal, but the closer it gets to 2014, the tougher it will be for a smooth introduction of new programs.
"In talks with colleagues, I had one message. If this doesn't work out at once, let's be sure that the mood is not that dark that we have to spend months on patching up personal relationships," Dutch Prime Minister Mark Rutte said.
If there is no deal up to 2014, there would be a rollover of the 2013 budget plus a 2 percent increase accounting for inflation.

NEW YORK (AP) ? Producer Ryan Murphy paid tribute at the International Emmy Awards to television legends Norman Lear and Alan Alda, whose cutting-edge, socially conscious shows in the '70s paved the way for his own shows like "Glee" and "The New Normal."
Unlike previous years when Britain dominated the International Emmys which honor excellence in television production outside the U.S., the winners in the nine categories this year spanned six countries. Argentina, Brazil and Britain each won two awards; Australia, France and Germany had one apiece.
Murphy closed Monday night's awards ceremony by presenting the 40th Anniversary Special Founders Award to "All in the Family" creator Lear and "M.A.S.H." star Alda. The International Academy of Television Arts & Sciences decided to mark the milestone anniversary with special awards honoring a producer and performer who had groundbreaking shows on TV in 1972 when the International Emmys were first presented.
Murphy said he was pleased to be presenting the awards "to two of my idols, guys who really did change the face of television and thus the world."
Fittingly, the night's big winner was Argentina's "Television x la Inclusion," a drama produced by On TV Contenidos dealing with issues of social exclusion and inclusion. It became the first series in the history of the International Emmys to sweep both acting categories.

Jessica Lange, the star of Murphy's contemporary gothic TV series "American Horror Story," gave a heart-felt tribute to her "dear and loyal friend" as she presented him with the honorary 2012 International Emmy Founders Award.
"He has an uncanny intuition, an instinctive appreciation for understanding the current zeitgeist and acts on it in a way that to me is startling," said Lange.
Murphy, the writer, director and producer whose credits also include "Nip/Tuck" and "Popular," described Lear as "the biggest shaper of my ideological life." He recalled the impact that seeing an episode of "All in the Family" in which Edith Bunker almost gets raped had on him when he seven because it provoked a family discussion about women's rights. He hoped that his shows like "Glee" and "The New Normal" would shine a spotlight on issues of tolerance, human rights and confronting bigotry.
Murphy said he recently asked Lear in a telephone conversation if he had any advice for him. "He paused ... and he said, 'Keep fighting.' And Norman, I want to tell you I am doing just that."
At the end of the ceremony, Murphy returned to the stage to give the special awards to Lear and Alda. In accepting his award, Alda, who played the wise-cracking, anti-authoritarian Army surgeon Hawkeye Pierce, said Lear opened the door for a show like "M.A.S.H," because on "All in the Family" he showed that "now we could be funny about things that were serious."
Alda, the only person ever to win U.S. Emmys for acting, writing and directing in the same series, said "M.A.S.H." owed a special debt to the Korean War veterans who shared their personal stories.
"These are the people who really lived through the stories we told decades later ? the men and women in those hospital tents who went through the cold of winter and the blood and the pain, the loneliness, and seeing their patients die, some of who were only a couple of years away from being children," Alda said.
Lear, who met Murphy for the first time in person at a luncheon earlier in the day, said he felt deeply that "the world needs to come together and will come together through the arts." Reeling off a list of present-day shows from "Homeland" and "Mad Men" to "Modern Family" and "The New Normal," he observed that "this is the golden age of television."
Lear, now 90, couldn't resist the chance to plug a new script he had written about elderly people in a retirement home, but said no networks were interested in the "missing demographic" of those 55 to 105. He said he wanted to title the show "Guess Who Died."
The other Emmy winners included France's police drama "Braquo_Season 2," about a group of Parisian cops who circumvent the law, using violence and intimidation, for best drama series; Germany's "Songs of War," in which "Sesame Street" composer Christopher Cerf explores the relationship between music and violence after learning his songs had been used to torture prisoners in Guantanamo and Abu Ghraib, for arts programming; and "The Amazing Race Australia" for non-scripted entertainment.
Six International Emmys for children's programming will be presented at a new awards ceremony on Feb. 8 in New York.
Korean entertainer J.Y. Park presented the honorary International Emmy Directorate Award to Kim In-kyu, president of the Korean Broadcasting System. In taped introductory remarks, U.N. If you?ve spent your entire career in marketing communications as I have, it?s easy to forget not every company can be an early (or even late) adopter of the new tools available for public relations (PR) and social media. Sometimes, it?s a matter of being a ?one-man band" marketing and sales department. Or simply not having the time or budget to keep up with every new PR trick in the book. The PR and social media landscape changes so rapidly that even full-time practitioners often struggle with allocating their attention and resources.
Rather than talk about the latest shiny new object in PR and social media marketing, let's focus instead on two old-school tactics that still work. They?re low-tech initiatives any company can adopt and, more importantly, result in positive return on investment.
The Press-Kit-in-a-Box
Companies often say they don?t get any mention in the trade media that are important to their business and industry sector. Typically, the refrain is ?we don?t do PR" and ?no one knows who we are." For companies that can?t hire the services of a PR team to contact trade media editors with a steady stream of professionally polished news and announcements, consider a one-time mailing (yes, mailing) of an old-school item: the press-kit-in-a-box.
Because PR today is nearly all digital (think email pitches and releases distributed 100-percent online), it?s now unusual to mail anything at all to a trade media editor or reporter. For one thing, these folks don?t necessarily work from the publication?s ?official" office. They may do much of their work remotely from a home office, which could be several states away.
So this idea takes research and creativity, but it gets results. Here are the steps:
Develop the contents for the press-kit-in-a-box to include branded messaging like a personalized introductory letter, a fact sheet or brochure about your company, bios of your spokespeople, a news release about a new product and some product samples or creative promotional item that reflects your company and/or the subject of your press release.
Package those items like a gift?use an attractive white mailing box, nestle the contents in colored tissue or shred, and make sure that when it?s opened, there?s a great-looking branded message or branded item right on top.
Mail via a tracked delivery service so you know for sure when it arrives and if you have any ?bounces."
Follow-up the day after delivery with a call and email to be sure the person got the box.
Ask if you can answer any questions about your company or products, and promise to keep in touch.
It may sound like a lot of work. But when it?s time expended against a highly targeted list of people who can make a big difference for your company, it?s worth it. If you did your homework and got the names and addresses right, these editors will remember receiving the box and will remember your company. That sets the stage for continuing contact and outreach. And you won?t be able to say ?no one knows who we are" anymore.
This old-school idea works. Our firm has done these mailings for food ingredients companies. We just completed a mailing like this to about 40 media contacts for a bioplastics manufacturer that was?in its own words??completely under the radar." We created the press-kit-in-a-box, included some cool product samples and made the whole thing look like a wonderful gift. Editors took notice.
The company was immediately featured in two articles in the largest trade media for its sector with two other stories scheduled for future issues in different pubs.
